For speedy industrialization and economic growth the concept of
District Industries & Commerce centre was introduced by Government of
India for every district of the states of india. Accordingly the
District Industries & Commerce Centre of undivided Dibrugarh District
(Tinsukia & Dibrugarh) was created at Dibrugarh in the year 1979,
After creation of Tinsukia District the existing DIC sub-centre of Tinsukia
District was upgraded to District Industries & Commerce Centre in the
Since its inception,the District Industries & Commerce Centre has been
implementing various schemes successfully for industrial development,
Economic Growth and Employment Generation of the Region.
The programmes/Schemes/Incentives now under operation are as given below-
A. NEW INDUSTRIAL POLICY 1997|
The Government of Assam, Industries & Commerce Department has introduced the New Industrial Policy in the year 1997 on 29.03.97. Effective date for the 1997 incentives schemes is 01.04.1997
Only new unit set up on or after 01.04.97 and existing units undertaking expansion, modernisation or diversification. Export oriented unit shall be for incentives under 1997 incentives schemse provided that a unit shall have employed of 80% people of Assam in the managerial cadre and 90% people of Assam in the non-managerial cadre and (ii) the location of registered office should be within the state of Assam. The unit will obtain Elligibililty Certificate and avail the subsidy under the Policy.
|POWER SUBSIDY : Power subsidy will be granted to S.S.I. units to the extent of 50% for the first five years of Commercial Production, ceiling on the subsidy upto 1 MW is Rs. 5.00 Lakhs per industrial unit per year.|

|INTEREST SUBSIDY ON WORKING CAPITAL|
|5% Interest subsidy shall be provided to the S.S.I. unit on interest on working capital for the loan obtained from the banks or financial institution for first three years of commercial production and the maximum benefits shall be of Rs. 3.00 Lakhs per year per unit.|
|STATE CAPITAL INVESTMENT SUBSIDY|
|A special State Capital Investment Subsidy @ 30% of the fixed capital investment on Land, Building and Plant & Machinery etc. subject to a ceiling of Rs. 10.00 Lakhs will be provided to the eligible industries under the scheme.|
|SALES TAX EXEMPTION|
|All new units and existing units undergoing for expansion / diversification / modernization will be granted Sales Tax exemption for sale of finished products and purchase of Raw Materials as per following scale :-|
|SUBSIDY ON DIESEL GENERATING SET|
|The subsidy on the Diesel Generating set including no conventional energy generating set will be given @ 50% of cost of Generator set subject to a ceiling of Rs. 10.00 Lakhs per industrial unit.|
|Following documents are to be submitted along with the application -|
|EQUITY PARTICIPATION IN THE ASSISTED SECTOR|
Assam Small Industrial Development Corporation upto 20% of the issued capital of the company subject to a ceiling of Rs. 20.00 Lakhs.
|CONTRIBUTION TO FEASIBILITY STUDY COST|
The cost of feasibility report prepared by an agency approved by the Udyog Sahayak will be subsided to the extent of 100 % in case of Projects whose total project cost is within Rs. 10.00 Lakhs and 90% in case of Project above Rs. 10.00 Lakhs, the ceiling of subsidy will be Rs. 50,000.00 in both cases.
|SUBSIDY ON INFRASTRUCTURE FACILITIES|
Developed land will be alloted on hire purchase basis to the entrepreneurs. The cost of land including cost of development and cost of creation infrastructural facilities, like Power, Water and approach road will be recovered in annual instalment over 15 years from the date of handling over of the land with a moratorium of five years. Such land will be permitted to utilise by the unit for mortgage / Hypothecation for obtaining loans from banks and financial Institutions
In case developed land as stated above is not available for allotment, the entrepreneurs will be alloted undeveloped land. In such case actual land development cost will be provided as an interest free loan.
|Miscellaneous subsidy as listed below will be provided to elligible units wherever applicable.|
20% of the cost payable to Assam State Electricity Board for drawal of HT/LT line up to the premises of the unit and installation of Transformer for Power supply to the unit subject to a ceiling of Rs. 1.00 Lakh.
50% of the cost of pollution control and monitoring equipments subject to a ceiling of Rs. 2.00 Lakhs.
50 % of the fees (excluding receiving royalty) aid for procurement of know-how from National Research & Develop0ment Agency or other agencies recognised by Udyog Sahayak subject to a ceiling of Rs. 1.00 Lakh.
50% of the cost of Quality Control equipments subject to a ceiling of Rs. 1.00 Lakh.
|The miscellaneous subsidy shall be released only after actual expenditure is made by the unit.|
|MANPOWER DEVELOPMENT SUBSIDY|
Subsidy on Man Power Development will be provided in respect of local persons trained and employed in the Industrial units at the following to compensate for the amount spent on training.
For management personnel
|Rs.10,000/= per person.|
For Supervisory category
|Rs. 7,500/= -do-|
For Skilled category
|Rs. 5,000/= -do-|
For un-skilled category
|Rs. 2,000/= -do-|
This is subject to a ceiling of Rs. 1.00 Lakh per S.S.I. unit.
|SPECIAL INCENTIVES FOR WOMEN ENTREPRENEUR|
|Special incentive as detailed below would be granted to women entrepreneurs -|
Additional State Capital Investment Subsidy 5% subject to a ceiling of Rs. 5.00 Lakhs where women constitute more than 50% of work force in the industry.
Additionl Interest Subsidy on working capital of 2% subject to a ceiling of Rs. 1.00 Lakh for a period of 3 years from the date of going into commercial production.
Built up factory sheds will be alloted to the women entrepreneurs on priority basis and the rent will be subsidised @ Rs. 75% of the economic rent for a period of five years from the date of commencement of commercial production.
|FISCAL INCENTIVES TO NEW INDUSTRIAL UNITS & THEIR SUBSTANTIAL EXPANSION :|
Govt. has approved for converting Growth Centre & IID's to a total tax free zone for next 10 years. State Govt. would be requested to grant exemption of sales Tax and Municipality Tax.
Industries located in the Growth Centre would also be given Central Capital Investment Subsidy @ 15% of their investment in Plants & Machineries suject to a maximum ceiling of Rs. 30.00 Lakhs. This has come into effect from 24th December, 1997 and will remain in force upto 31st March, 2007.
An interest subsidy of 3% of the working capital loan would be provided for a period of 10 years after commercial production.
Similar benefits will be extended to the New Industrial unit for their substantial expansion in other Growth Centre of Industrial Estate / Parks / Export Processing Zone set up by the States in the North East Region. New Industrial units or their substantial expansion in the specified industries located outside the Growth Centre and other identified location would also be elligible for similar fiscal incentives.
A comprehensive Insurance scheme for industrial unit in the North East will be provided where 100 % premium for a period of 10 years will be subsidised by Central Govt.
|KHADI VILLAGE INDUSTRIES COMMISSION|
With a view of removal of poverty and unemployment in rural India the Khadi and village Industries Commission conceived the scheme with lesser capital cost utilised local resource and provide gainful employment to under previledged of society through rural industrialisation it can give employment to good number of entrepreneurs and also curb migration of rural people to cities in such of employment. So this margin money KVIC loan scheme has been introduced which is banker friendly and borrower friendly due to its liberal and simple nature.
|SALIENT FEATURE OF THE SCHEME (KVIC)|
30% of the project cost upto Rs. 10.00 Lakhs would be provided as Margin Money grant. Margin Money grant will be @ 30% of the project cost upto Rs. 10.00 Lakhs and above this amount upto Rs. 25.00 Lakhs it would 10% of the remaining 10% of the proejct.
Margin money scheme will be applicable for viable village industrial project.
Individual / Entrepreneurs can avail the benefit of the margin money scheme for project cost for Rs. 10.00 Lakhs and Institution / Co-operative Societies / Trust registered with KVIC / KVIB can avail the benefit of Margin money scheme upto Rs. 25.00 Lakhs . The promoters contribution is the 5% of the project cost.
|SEED / MARGIN MONEY LOAN SCHEME|
Seed Margin Money loan is provided to the loanee to the extent of 10% on fixed capital loan and 15% on working capital loan. The ceiling is Rs. 40,000.00 for General entrepreneurs and Rs. 60,000.00 for Scheduled Caste and Scheduled Tribes entrepreneurs.

|PRIME MINISTER'S ROJGAR YOJANA|
This scheme has been launched in 2nd October, 1993 to provide employment to the educated unemployed youth. The scheme facilitated self employment through setting up Industries / Service / Business venture based on different sectors.
Candidate should read upto Class VIII onwards, having age group from 18 to 40 years with a 5 years relaxation to Schedule Caste, Schedule Tribes, Ex-servicemen, Physically handicapped and Women. Family income should not be more than Rs. 40,000.00 per annum. The applicant should be a permanent resident of the area for atleast 3 years and should not be defaulter of any Nationalised bank or Financial Institution.
|CENTRAL CAPITAL INVESTMENT SUBSIDY SCHEME, 1997|
All elilgible industrial units located in the Growth Centre / Industrial Estates / Parks / Export Promotion Zone as approved and set up by States of the North Eastern Region shall be given Capital Investment Subsidy @ 15% of their investsment in respect of new units or additional investment in respect of substantial expansion in Plant & Machinery subject to a maximum ceiling of Rs. 30.00 Lakhs. In similar way specified industries located outside these identified locations would also be elligible for similar fiscal incentives.
|ASSAM PREFERENTIAL STORE PURCHASE ACT, 1989|
A price preference is allowed to the Industries registered under Assam Preferential Store Purchase Act at the rate of 15%, 10%, 5% for Cottage Industries, Small Scale Industries and other Industries respectively, on the purchases made by various Government Department, State Government, Corporation and Autonomous Bodies.
Industrial units registered under this scheme are normally exempted from paying the earnest money and security deposits for items for which they are registered.
Industrial loan are issued by the Industries & Commerce Department under the State Aid to Industries Act, 1955. For General entrepreneurs the loan is given upto Rs. 5,000.00 and for Technically qualified persons upto Rs. 7,500.00. The Govt. has recently raised the limit of loan from Rs. 5,000.00 to Rs. 25,000.00 and in case of Handicapped person Rs. 30,000.00
Industries & Commerce Department extends help for development of handicrafts through artisans and non Government Industrial Training Institutes by providing improved tools and equipments. There is provision of providing improved tools upto Rs. 1,000.00 and working capital upto Rs. 500.00 per beneficiary.
|REGISTRATION OF SMALL SCALE INDUSTRIES|
|There are two types of S.S.I. registration. They are|
|Provisional Registration:The provisional registration is given to enable the unit to obtain facilities / clearance etc. required in the production stage.|
|Permanent Registration:Permanent registration to an industrial unit after going into commercial production. An unit has to obtain Permanent Registration Certificate for the item of manufacture after going into commercial production for obtaining incentives provided by the Department of Industries & Commerce, Assam under different industrial Policies.|

|A stipend of Rs. 80.00 per month is given for a period of six months to a trainee in a registered S.S.I. unit provided the unit will absorb the trainee after successful completion of the Training course.|
