A REPORT ON
DEVELOPMENT AND PEACE WEEK
IN TINSUKIA DISTRICT
9th August to 15th August 2001

In accordance with the decision of Government of Assam to observe the week starting from 9th August'2001 to 15th August'2001 as Development and Peace Week throughout the State, the Tinsukia District Administration also chalked out a detailed weeklong action plan for implementing the Govt. instructions regarding Development and peace week in Tinsukia District.

9TH AUGUST 2001, PEACE MARCH, INAUGURATION OF CITIZEN CHARTER, FACILATION CENTER AND MISSION STATEMENT AND CULTURAL PROGRAMME IN THE EVENING.
The Peace and Development Week has inaugurated at Tinsukia Dak Bunglow by Sri Rameswar Dhanowar, Labour and Employment, Assam, in presence of Sri Dileswar Tanti, MLA Doomdooma, Sri R.P. Singh, MLA Tinsukia, Sri Raju Sahu, MLA Chabua, the Heads of Government Officies and employees, the Heads of Educational Institutions, Teachers and Students, Freedom Fighters, Business Persons, Members of Various voluntary organisations, including women organisation, members of political parties etc.

The Honourable Minister also led the Peace March from the Dak Bunglow which was attended by more than 20,000 people with banners and placards from all walks of life. Despite heavy rain and inclement weather, people came out spontaneously in large numbers to participate in the programme. Earlier Sri Shamsher Singh, ADC Tinsukia and co-ordinator of this programme explained the significance of the day. Sri Samir Kr. Sinha, Deputy Commissioner, Tinsukia welcomed the Honourable Minister and the Honourable M.L.A's with Phulam Gamochas.

The Peach March led by the Hon'ble Minister also visited the Gandhi Statue and offered garlands and floral tribute to the Father of the nation. Later the Hona'ble Minister inaugurated a gathering. In the evening a cultural programme was organised jointly by the Tinsukia District Administration, Tinsukia Zila Sakhyarata Samiti and Golap Chandra Rabi Chandra Sangeet Vidalaya Tinsukia. The Cultural Programme was inugurated by Sri Rameswar Dhanowar, Hona'ble Minister, Labour and Employment, Assam, amidst a large crowd of audience. Altogether 15 Cultural items based on peace, development and national integration were presented by the local artists of Tinsukia.

The programme is also observed in Sadiya Sub-Division, Margherita Sub-Division, Kakopathar Dev. Block, Hapjan Dev. Block, Itakhuli Dev. Block, Saikhowa Dev. Block, Guijan Dev. Block, Doomdooma Town Committe and Digboi Town Committee of Tinsukia District.

10/08/2001 : HEALTH CAMP
As a part of weeklong programme of "Development and Peace Week" observed throughout the State at the instance of the State Government, the Tinsukia District Administration also organised health camps in as many as 35 places in interior rural areas throughout the district on 10/08/2001. The camps were organised by the District Administration with the help of Joint Director of Health Services, Tinsukia. The Army Units stationed in the district also had organised a few camps in the areas of their respective jurisdictions. Free medicines were provided by local prectising doctors. Different Town Committees and NGO's also organised Health camps in their respective areas.
Free health check-up were done in the camps catering to all age groups of people and free medicines were provided on the spot.
The public responded to the programme in large numbers and urged upon the authority to organised more such camps in future in a regular basis which will be beneficial to the rural poor, to a great extent.
Sri P.C. Bhuyan, ADC, who was in over all charge of the Health Camps personally supervised the programme.

11/08/2001 : AGRICULTURE/HORTICULTURE AND DEMONSTRATION OF TOOL KITS
As a part of Agricultural/Horticultural and tool kit demonstration day observed all over the state on 11th August'2001. Agriculture awarness programme was organised all over the district particularly in Development Blocks. In Tinsukia it was organised at Dak Bunglow jointly by Municipal Board and District Administration. An Exhibition was also held where Veterinary, Industry, Sericulture and Citrus Station, Tinsukia participated with display of modern tool and implements, Sericulture products as well as Veterinary and Industry exhibits.
The Deputy Commissioner, Tinsukia inaugurated the exhibition. It attracted the attention of every visiting public and everybody appreciated the effort. A meeting was also organised at the Dak Bunglow in this connection to highlight the importance of holding Agriculture Day. Earlier Sri L. Sarmah, ADC and co-ordinator of the programme explained the purpose of the day.

12/08/2001 : CREDIT AWARNESS PROGRAMME
A public meeting was held at Golap Chandra Rabi Chandra Natya Mandir regarding credit awarness programme under the chairmanship Ali Amzad, Project Director DRDA and coordinator of credit awarness programme. Earlier Sri Anurag Goel, ADC Tinsukia and coordinator of credit awarness programme explained the purpose of the meeting. Sri Pradip Baruah Vice Chairman, Tinsukia Municipality read the welcome address. Attending the meeting Sri Samir Sinha, Deputy Commissioner Tinsukia highlight the various Government schemes for self employment of unemployed youth.
Sri R.P. Singh, MLA Tinsukia attended the function as Chief Guest who in his speech called upon the gathering to co-operate with District Administration for successful implementation of schemes. Sri Singh stressed the need of mass participation during peace week. Sri Kamama Borgohain, Professor Dibrugarh University and other Bank Official and dignitaries attended the function. The meeting was convened centrally by the District Rural Development Agency and Tinsukia Municipal Board. Earlier a dance drama on peace & Development was also staged by the cultural troupe of Janasannyog Department. Around two hundred people participated in the credit awarness meeting.

13/08/2001 : CLEANLINESS DRIVE & SHRAMDAN
In connection with cleanliness drive and shramdan, the drive have been started from Dak Bunglow campus, Tinsukia. Sri Jatin Das, ADC Tinsukia and co-ordinator of this programme explained the objectives of the programme. Sri S.K. Sinha, Deputy Commissioner, Tinsukia inaugurating the shramdan programme said that the objective of the cleanliness drive and shramdan is to create awarness about cleanliness, create greater hygiene and promote the spirit of self help. Tinsukia Municipal Board participated the cleanliness drive and a day long cleanliness drive was conducted in most of the municipal areas.
A large section of public, NGO's, Mahila Samities, Chairman/ VIce-Chairman/ Ward-Commissioner of Tinsukia, Tinsukia Municipal Board, all heads of Government offices assembled in the Dak Bunglow to participate in the programme. Cleanliness drive in P.H.C's and Civil Hospitals were taken on that day. Besides free lime and brushes etc. were provided to various L.P./M.E. Schools of Tinsukia town to get their schools white washed.

14/08/2001 : PLANTATION AND ANTI POLLUTION DAY
As 14th August is slated for observance as Plantaion and antipollution day throughout the state, in Tinsukia District also the day was observed with full participation all classes of people as well as in association with offices of Forest Deptt. viz. Social Forestry, Territorial Forest Division, D.F.O., Wild Life, along with D.I.C., and Inspector of Factories etc.
Cerimonial Plantaion was inaugurated by Hon'ble Minister of State for Home and Public Relation etc. Sri P. Bordoloi at Na-Pukhuri Park Tinsukia on that day, which was participated by leading Citizens of Tinsukia Town along with Deputy Commissioner and Superintendent of Police of the district.
Seedlings were distributed to all Development Blocks and Circles for the purpose of plantation in roadside area under their jurisdiction. As a part of plantation drive all Government Deptt./Government Undertakings, N.G.O.'s took active part for plantation in their respective office campuses and in VGR's and other public places also. Tinsukia Development Authority/Tinsukia Municipal Board also took part in plantation drive and planted trees in Tinsukia Municipal and Development areas accordingly.
Superintendent of Police, Tinsukia took active part in the programme, Policemen planted trees in all Police Station areas including roadsides of NH 37 and 52 of their respective jurisdiction. Forest officials distributed around seven thousand seedlings all over the District for plantation specially in roadside and VGR/PGR areas of the District.

Anti-Pollution Measures :
As a part of anti-pollution measures, DICC, Tinsukia took active part to explain people about causes of pollution. A public meeting was held in DICC campus under the Chairmanship of Sri B.N. Baruah, a leading citizen of Tinsukia. Sri R.P. Singh, MLA and Deputy Commissioner attended in the meeting. The Executive Engineer, Pollution Control Board Sri Phukan attended as Chief Guest. Plantation in the campus of DICC was done that day by all dignitaries.
As a part of pollution control D.T.O. and Inspector of Factories checked vehicles and factories to create awareness among all section of people regarding danger caused by pollution to human lives.

15th AUGUST 2001
In Tinsukia, the Independence Day programme was celebrated with much enthusiasm, pomp and gaiety. The day started with Prabhat Pherry in the morning. The Ceremonial March past and hoisting of National Flag took place at Kachujan Field, Tinsukia. Sri Pradyut Bordoli, Hon'ble Minister of State for Home,Finance, Industry, Public Relation etc. attended the programme as Chief Guest and unfurled the National tricolour.
In his speech the Hon'ble Minister remembered the sacrificies and contributions of the freedom fighters who took part in the freedom struggle. Sri Bordoloi also explained about various programme undertaken by the Government of Assam towards welfare of the people. He stressed the need of preventing corruption from public life and stated that in order to ensure transparency the Government has taken various steps like decentralisation of power etc. Further, to bring administration closer to the people, the Government has chalked out a programme called - "Raijor Padulit Sarker" the Hon'ble Minister added.
The Hon'ble Minister called upon the people to co-operate with the Government so that various Government schemes and programmes can be successfully implemented. The Chief Guest took the salute of the March Past in which the Assam Police, 2nd Assam Police Battalion, NCC, Scouts & Guide, Bulbul, Student of various educational institution and 2nd APBN Bands participated.
The Hon'ble Minister also inaugurated an exhibition put up by various Government Department. Indian Army also putup a stall to exhibit latest weaponry. Earlier the Minister offered floral tribute at Gandhi's statue and also took part at Swahid Tarpan programme. A colourful cultural programme was also organised. Meritorius students and winners of the march past and cultural teams were awarded prizes and certificates. Fruits and etables distributed among patients of Gopinath Bordoloi Hospital.

Later Sri Bordoloi inagurated the Website of Tinsukia District at Deputy Commissioner's office chamber. He also inaugurated a newly constructed conference hall at Deputy Commissioner's office campus. Inaugurating the conference hall the Hon'ble Minister appreciated the efforts of Tinsukia District Administration in contructing a well equipped conference hall which was laking in DC's office Tinsukia since inception.

A friendly football match was also held. A drawing and poem competition was also organised for children at Marut Nandan Kanan, Na-Pukhuri. Independence day programme was also celebrated at Sub-Divisional, Block Head Quarters and other important places of the District. Illumination of Government offices and private residences took place in the evening.
